The most feeble vision of job security. Prevent your functions from becoming organized efficiently, so that your personal heroism is required to accomplish the most mundane routine.
This works within a feeble management culture, where the corollary becomes, never allow attrition, because when people leave they remove unique institutional knowledge which can't be replaced.
With a transition to competent management, these swollen heads roll promptly. The organization gasps a collective gasp, and shortly begins to achieve velocities which had previously been unimaginable.
