Dunning-Kruger, narcissism, complacency, self-congratulation, mingled with very large helpings of mediocrity. So that with impressively unearned self-confidence, the entire group thinks inappropriately highly of itself. They're certain they know best; that things are fine as they are; and that senior management is not merely mistaken but seriously allkindsa out to lunch for insisting on change.
Unclear whether supervisory substitution alone will turn them around. It's important to be loyal to people who've given years of their lives. Yet they may in the end have to be deliberately pushed toward the exit. Ultimately it depends how deeply their resistance to change is rooted.
