Highway cops in California hide from the road.
Foliage, onramps, bridge supports, signage: cover where they can see without being seen.
Lurking.
I experienced none of this in Nevada, Utah, Colorado, Nebraska, Iowa, Minnesota, North Dakota, Montana, or Idaho. There they seemed to make a point of being in plain sight.
